RESOLUTION

 

WHEREAS, Pursuant to the Illinois Constitution, Article VII, Section 6, home rule units of government may alter the method for selecting municipal officers by referendum; and

 

WHEREAS, The City Council hereby intends to submit to the residents ofthe City of Chicago a binding public question of regarding the selection of municipal officers; and

 

WHEREAS, The City Council believes it is in the best interest ofthe residents of

Chicago to move as expeditiously as possible to submit this binding proposition to the voters at

the regularly scheduled municipal general election to be held on February 26, 2019; now,

therefore,

 

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

 

Section 1. The above recitals are expressly incorporated herein and made part hereof as though fully set forth herein.

 

Section 2. The City Council ofthe City of Chicago does hereby initiate and authorize the following binding public question to be submitted to the voters ofthe entire City of Chicago at the regularly scheduled general election next occurring after the effective date ofthis resolution, on March 17, 2020:.

 

Do you want to allow voters to rank their choices of candidates in elections for Mayor, City Clerk, City Treasurer, and Alderman and to have ballots counted at the city level in multiple rounds in which last-place candidates are eliminated until a candidate wins by majority, and if multiple candidates combined have less votes than the next highest vote getter then those candidates are eliminated, and ties are broken by using a random alphabet generator to sort names?

Section 3. The City Clerk ofthe City of Chicago shall certify the public question

referenced herein to the Chicago Board of Election Commissioners in accordance with Article

28 of the Election Code.

 

Section 4. This resolution shall be in full force and effect upon its passage.
