SUBSHIUIE ORDINANCE
 
SECTION 1. The City Council finds that the area described in Section 2 of this ordinance is adversely affected by the over-concentration of businesses licensed to sell alcoholic liquor within and near the area.
 
SECTION 2. Section 4-60-023 of the Municipal Code of Chicago is hereby amended by inserting the underscored language as new subsections 4-60-023 (49.46) through 4-60-023 (49.47), as follows:
4-60-023 Restrictions on additional package goods licenses.
Subject to the provisions of subsection 4-60-021 (c), no additional package goods license shall be issued for any premises located within the following areas:

  1. On Glenwood Avenue, from Pratt Boulevard to Lunt Avenue.
  2. On Glenwood Avenue, from Lunt Avenue to Touhv Avenue.

Your Committee on License and Consumer Protection, having under consideration a substitute ordinance introduced by Alderman Joe Moore (which was referred on September 12, 2012), to amend Section 4-60-023 of the Municipal Code of Chicago to disallow additional package goods licenses on portion of Glenwood Avenue, begs leave to recommend that Your Honorable Body pass the substitute ordinance which is transmitted herewith.
 
This recommendation was concurred in by a viva voce vote of the members of the committee on September 25, 2012.
