I transmit herewith a resolution congratulating Judy Frydland on the occasion of her retirement as Commissioner of Buildings.

RESOLUTION
WHEREAS, After 31 years as a dedicated and fearless public servant for the people of Chicago, including five years as Building Commissioner, Judith Frydland retired from city service on June 30, 2020; and
WHEREAS, Judy moved to Chicago in 1984 and immediately fell in love with this city and its people; and
WHEREAS, Judy began her career as an intern in the Law Department in 1989, rose through the ranks based on her demonstrated commitment to advancing the safety and well-being of tenants and other residents of Chicago, was named Deputy Corporation Counsel for Building and License Enforcement in 2010, and was appointed as Commissioner ofthe Department of Buildings in May 2015; and
WHEREAS, In every role with the city, Judy fought to ensure that tenants and homeowners have safe, well-maintained places to live and instituted numerous programs to protect Chicagoans from irresponsible landlords and contractors; and
WHEREAS, In her time as Building Commissioner, Judy implemented numerous reforms which have made the Department of Buildings more efficient, welcoming, and responsive to homeowners, small businesses, and responsible designers and developers; and
WHEREAS, In her time as Building Commissioner, Judy oversaw the issuance of more than 235,000 building permits, touching all neighborhoods of our city; and
WHEREAS, As Building Commissioner, Judy oversaw a monumental effort to comprehensively update the city's construction regulations, resulting in the passage of more than 1,350 pages of legislation and the first comprehensive revision to the Chicago Building Code since 1949, which obtained unanimous approval ofthis council in April 2019; and
WHEREAS, in 2019, Judy was named Code Official ofthe Year by the International Code Council and has received numerous other honors during her city career; and
WHEREAS, For more than three decades, Judy was an essential resource for aldermen and aldermanic offices throughout the city, counseling and problem solving on all types of issues for residents, businesses, and builders, and doing so not only with the highest degree of professionalism but also with sincere compassion for each and every resident and business owner she encountered; and
WHEREAS, During her distinguished service under four mayors, Judy worked tirelessly and with great success to modernize the Building and License Enforcement Division of the Law Department and the Department of Buildings; update the construction regulations ofthe Municipal Code; and enhance the safety of Chicago and its residents; now, therefore,
BE IT RESOLVED, that we, the Mayor and the members of the City Council of the City of Chicago, assembled this 22nd day of July, 2020, do hereby express our deepest gratitude to Judith Frydland for her decades of outstanding service to the City of Chicago and offer her our most heartfelt congratulations and warm wishes as she begins her next chapter; and
BE IT FURTHER RESOLVED, that a suitable copy of this resolution be prepared and presented to Judith Frydland as a sign of our congratulations and good wishes.
