presented by    MAYOR RAHM EMANUEL            on   NOVEMBER 26, 2013

^QheteClS, On June 10th, 2013, at about 8:30 p.m., 5th District Tactical Police Officers Israel Gamez (Star # 15210) and Louis C. Moore, Jr. (Star # 5491) of the Chicago Police Department were engaged in an investigative patrol in an area of regular gang activity; and

WHEREAS, The goal of the investigation was to tamp down a marked increase in violent crime, which the Department suspected was being driven by certain gang members involved in a gang war; and

WHEREAS, Hearing gunshots coming from the 11800 block of South Harvard Avenue, Officers Gamez and Moore immediately drove there in their squad car; and

WHEREAS, As the officers drove down the alley east of Harvard, they spotted a figure with a handgun standing directly below the streetlight; and

WHEREAS, Officers Gamez and Moore approached the figure, who turned and pointed his weapon at them, placing them in imminent fear of being shot; and

WHEREAS, The officers never wavered, driving directly toward the gunman, who fled by jumping a fence into a backyard, running north, and jumping another fence into another yard; and

WHEREAS, In an effort to capture the fleeing suspect. Officers Gamez and Moore drove alongside him, leapt out of their vehicle with their service weapons, announced their office, and ordered the gunman to stop; and

WHEREAS, The man stopped, but, instead of surrendering, he turned and again pointed his handgun at the officers, who, fearing for their lives, both fired at the assailant, narrowly missing him; and

WHEREAS, As Officers Gamez and Moore continued to close in on the gunman, he realized continued resistance was futile, threw his weapon to the ground, and was taken into custody without further incident; and

WHEREAS, Subsequent investigation revealed that the officers had interrupted a gun battle between members of rival gangs, and that the man they captured was a high-ranking street gang member, convicted felon, and registered gun offender who was en route to the shootout, armed with a loaded .40 caliber semiautomatic pistol; and

WHEREAS, The gunman was ultimately charged with the aggravated assault of a police officer and aggravated unlawful use of weapon by a felon; now, therefore,

BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this twenty-sixth day of November, 2013, do hereby honor Police Officer Israel Gamez and Police Officer Louis C. Moore, Jr. for their heroism, and express our sincere gratitude to these distinguished public servants, who, like so many before them, risked life and limb in fulfillment of their sworn oath to serve and protect the people of Chicago; and

BE IT FURTHER RESOLVED, That suitable copies of this resolution be presented to Officers Gamez and Moore, and placed on permanent record in their personnel files, as a token of our gratitude and esteem.
