TRIBUTE TO THE LATE PHILLIP VINCENT RIDER
WHEREAS, God in His Infinite Wisdom and Judgement has called to his Eternal Reward, one of "Chicago's Finest" Phillip Vincent Rider, beloved citizen and friend; and
WHEREAS, The Chicago City Council has been-informed of his passing by the Honorable Michelle A. Harris, Alderman of the 8th Ward; and
WHEREAS, A native Chicagoan, Phillip Vincent Rider was born on January 24, 1960 to the union of James and Gladys Rider. He and his brother James brought laughter and happiness into the Rider Family Home; and
WHEREAS, Phillip Vincent Rider received his education from St. Clotilde Elementary School, St. Ignatius High School and continued his studies and graduated with high honors from Daley College, earning his degree in Criminal Justice; and
WHEREAS, Phillip Vincent Rider pursued his career in Law Enforcement and was promoted to Evidence Technician. During his years of dedicated service to the people of this great City of Chicago, Phillip Vincent Rider received the Lambert Tree Award for Bravery, the Chicago Police Department's Award of Valor, the Hundred Club of Cook County Award of Valor, The Guardian's Police Organization Service Award and numerous Chicago Police Department Honorable Mentions for service; and
WHEREAS, Officer Phillip Vincent Rider, enjoyed Chicago's history, it's architectural design, the museums, the Art Institute was his favorite because of his love of art and photography, and Phillip enjoyed all the excellent restaurants our great city has to offer; and
WHEREAS, Officer Phillip Vincent Rider was a man of great ability and dedication that brought honor to him, his community and the Chicago Police Department and will be deeply missed. He leaves to cherish his memory, his loving mother, Gladys, brother, James (Arnetter), uncles, Stephen Carter (Regina), and Michael Carter (Judy); nieces, Sharonda, Monique, godmother Juanita Parrot and a host of other relatives and many good friends; now, therefore,
Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, gathered here in assembly, this 11th day of October, 2017 A.D., do hereby commemorate Officer Phillip Vincent Rider for his lifetime contributions and do hereby express our sincere condolences to his family and friends.
