ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. Chapter 9-68 of the Municipal Code of Chicago is hereby amended by adding the language underscored, and by deleting the language struck through, as follows:
9-68-020 Residential parking permits.

(c) (1) Professional service parking permit - Generally. Upon application to the City Clerk and payment of the required fee, the City Clerk or the City Clerk's designee shall issue a professional service parking permit to any person who: (1) holds a current and active real estate broker license, real estate salesperson license or real estate leasing agent license issued by the State of Illinois; and (2) has no debt due and owing to the city, unless such debt has been satisfied or otherwise resolved within the meaning of Section 2-32-094. A professional service parking permit shall: (i) be issued for use only on the vehicle identified in the permit application; and (ii) enable the permittee to park the permitted vehicle within a residential parking permit zone only for business purposes within the scope of the relevant professional license or certification that is the basis for issuance of the permit. The City Clerk may issue a professional service parking permit for a term of up to 24 months. The application for such permit shall be accompanied by evidence, satisfactory to the City Clerk, that the applicant has no unsatisfied or unresolved debt due and owing to the city at the time of application. No more than one professional service parking permit shall be issued to anyone person. A professional service parking permit shall not guarantee or reserve any parking space; nor shall it exempt the permittee from compliance with all applicable traffic and parking regulations.

(5) Professional service parking permit - When valid. A professional service parking permit shall only be issued for use on a vehicle classified as a "passenger automobile", a "larger passenger automobile", or a "small truck or other vehicle", as those terms are defined by the City Clerk in duly promulgated rules. Such permit shall be valid from the time of its issuance and display until the last day of the month indicated on the face of the permit, only when: (i) the permitted vehicle is being used for business purposes within the scope of the relevant professional license or certification that the basis for the issuance of the permit, and (ii) between the hours of 9:00 A.M. and 9:00 P.M. At all other times, the permit shall have no force or effect. In addition, the permit shall have no force or effect when parking restrictions are in place within the following locations: (a) the Wrigley Field area pursuant to the permit parking program established by Sections 9-64-041, 9-68-022 and 9-68-023; (b) the Soldier Field/Wintrust Arena area pursuant to the parking program established by Section 9-68-025; and (c) the Comiskey Park area pursuant to the parking program established by Section 9-68-026.
9-68-025 Soldier Field/Wintrust Arena area parking permits.
(a) The Soldier Field/Wintrust Arena area parking permit program (for purposes of this section, "Program") is hereby established within the area surrounding Soldier Field and Wintrust Arena as set out in subsection (b) in order to regulate parking in that area in light of the special nature of the parking problems caused by the Chicago Bears' football games significant number of people who drive to games and events at Soldier Field and Wintrust Arena.
The Program area (for purposes of this section, "Program Area") shall include all blocks of any residential street, as the term "residential street" is defined in Section 9-4-010 of this Code, in an RS1, RS2, RS3, RT4, RM5 or DR3 a residential zoning district located in the following bounded area:
the area bounded by the north side of Roosevelt Road on the north, the west side of Clark Street to Cermak and the 22nd Street exit spur from the Dan Ryan Expressway (Interstate 90) on the west, the Stevenson Expressway (Interstate Highway 55) on the south, and Lake Michigan on the east.
The operation of the Program shall be limited to the time period beginning three two hours before and ending three hours one hour after7 Chicago Bears football when games are playedT or concerts or other non-regularly recurring events take place7 at Soldier Field or Wintrust Arena. During the days and times that the Program is in effect, parking on residential streets within the Program Area shall be restricted to (4) vehicles bearing the Soldior Fiold aroa Program Area parking permit issued in accordance with subsection (e) of this ordinance; or (2) vehicles displaying annual or one-day residential parking permits for residential parking permit zones 365, 394, 599, 938, 1129, or 1145. A one-day residential parking permit shall be valid only for a 24-hour period from the time of posting. The display of a residential parking permit in the Program Area without the display of a Program Area parking permit shall not be sufficient to park in the Program Area during Program operation hours.
Upon the posting of appropriate signs within the Program Area, that area shall be deemed, during the days and times that the Program is in effect, an officially designated and marked "tow zone" for purposes of Section 9-92-030(f) of the Code. Any vehicle parked within" the Program Area during the days and times that the program Program is in effect, and which does not bear a Soldier Field area Program Area parking permit issued in accordance with subsection (e) of this section or annual or one-day residential parking permit for residential parking permit zones 365, 394, 599, 938, 1129, or 1145, shall be subject to an immediate tow. In addition, during such days and times that the Program is in effect, the Program Area shall be considered to be a residential parking permit zone for purposes of Section 9-64-090(e) and the penalty applicable for violations thereof shall apply.
The comptroller Comptroller shall administer the distribution of Soldier Fiold area Program Area parking permits, without charge, to residents and businesses located within the Program Area. Soldier Field area Program Area parking permits are not transferable and each such permit shall only be valid when affixed to the vehicle to which it was assigned. No Soldier Field area Program Area parking permit shall be issued to a person owning a vehicle eligible for immobilization pursuant to Section 9-100-120 or other applicable provision of the Code. No Soldier Field area Program Area parking permit shall be issued to a vehicle unless such vehicle also displays a wheel tax license emblem. Residents within the Program Area shall not display visitor permits on their vehicles in lieu of obtaining a current wheel tax license emblem.
SECTION 2. This ordinance shall be in full force and effect upon passage and publication.
