SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2020 ("2020 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies ofthe state and federal governments and public and private agencies; and
WHEREAS, the City through its Office of the Mayor ("Mayor's Office") has been awarded private grant funds in the amount of $124,000 by One Chicago Fund ("OCF") which shall be used for the My Chi. My Future Program; and
WHEREAS, the City through its Mayor's Office has been awarded private carryover grant funds in the amount of $254,000 by Humanities United for the Pathways to Freedom Program and now desires to transfer $5,000 of such funds to the Department of Cultural Affairs and Special Events for the Pathways to Freedom Program; and
WHEREAS, the City through its Mayor's Office has been awarded private grant funds in the amount of $50,000 by the John D. and Catherine T. MacArthur Foundation which shall be used for the Police Reform (Police Accountability Task Force) Program; and
WHEREAS, the City through its Mayor's Office has been awarded additional private grant funds in the amount of $7,000 by the OCF which shall be used forthe Youth Commission Program; and
WHEREAS, the City through its Department of Public Health ('Health") has been awarded federal grant funds in the amount of $159,000 and federal carryover grant funds in the amount of $8,000 by the United States Department of Health and Human Services ("USDHHS") which shall be used for the Adult Viral Hepatitis Program; and
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $574,000 by the USDHHS and state grant funds in the amount of $300,000 by the Illinois Department of Human Services which shall be used for the Chicago Family Connects Program; and
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $534,000 by the USDHHS which shall be used for the Lead Poisoning Prevention (Childhood Lead Poisoning Prevention) Program; and
WHEREAS, the City through Health has been awarded additional federal CARES Act grant funds in the amount of $2,927,000 by the USDHHS which shall be used for the Epidemiology and Laboratory Capacity Program; and
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $2,684,000 by the USDHHS which shall be used forthe Integrated HIV Programs to Support Ending the HIV Epidemic Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $16,000 by the USDHHS which shall be used for the Morbidity and Risk Behavior Surveillance Program; and
WHEREAS, the City through Health has been awarded state grant funds in the amount of $11,000 by the Illinois Environmental Protection Agency ("IEPA") and state carryover grant funds in the amount of $11,000 by IEPA which shall be used for the Solid Waste Management Program; and
WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded private grant funds in the amount of $50,000 by PetSmart Charities which shall be used for the Emergency Pet Preservation Program; and
WHEREAS, the City through DFSS has been awarded federal CARES Act grant funds in the amount of $30,489,000 by the United States Department of Housing and Urban Development which shall be used for the Emergency Solutions Grant CARES Act Program; and
WHEREAS, the City through DFSS has been awarded federal grant funds in the amount of $500,000 by the United States Department of Justice which shall be used for the Housing Assistance Grants for Victims of Human Trafficking Program; and
WHEREAS, the City through its Office of Emergency Management and Communications has been awarded federal grant funds in the amount of $4,026,000 by the United States Department of Homeland Security("DHS") which shall be used for the O'Hare Screener Program; and
WHEREAS, the City through its Department of Fire has been awarded federal grant funds in the amount of $739,000 by DHS which shall be used for the Assistance to Firefighter COVID-19 Program; and
WHEREAS, the City through its Chicago Public Library ("CPL") has been awarded state grant funds in the amount of $2,132,000 by the Office ofthe Secretary of State which shall be used for the Illinois Library Development - System Area and Per Capita Program; and
WHEREAS, the City through CPL has been awarded state grant funds in the amount of $40,000 by the Illinois State Library which shall be used for the Project Next Generation Program; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO AS FOLLOWS:
SECTION 1. The amounts of $45,362,000 not previously appropriated representing new grants and $19,000 representing carryover grant funds are hereby appropriated from Fund 925 -Grant Funds for the year 2020. The amount of $5,000 previously appropriated to the Mayor's Office for the Pathways to Freedom Program is hereby transferred to the Department of Cultural Affairs and Special Events forthe Pathways to Freedom Program. The 2020 Annual Appropriation Ordinance is hereby further amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
SECTION 2. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
SECTION 3. This ordinance shall be in full force and effect upon its passage and approval.
