^ffih.6¥BQS ' Near midnight on May 21, 2015, Paramedic Wendell Perkins-Smoot of the Chicago Fire Department, while off-duty, came upon a horrific accident on the Dan Ryan Expressway; and
WHEREAS, The victim in the accident had been thrown approximately 100 feet from his motorcycle and suffered injuries to his head, hip, and thigh; and
WHEREAS, Paramedic Perkins-Smoot immediately reacted, positioning his personal vehicle to block the victim from further injury from the high-speed traffic; and
WHEREAS, Ignoring the significant risk, Paramedic Perkins-Smoot put himself in harm's way by getting out of his vehicle and onto the expressway to render medical treatment; and
WHEREAS, Paramedic Perkins-Smoot immobilized the victim to prevent any further injury and to protect his head and spine, and also worked to control his profuse bleeding; and
WHEREAS, Engine Company 54 and Ambulance 24 soon arrived to care for the victim, and Paramedic Perkins-Smoot continued to assist in the man's care until he was on the way to the hospital; and
WHEREAS, Had it not been for the courage and quick action of Paramedic Perkins-Smoot, the victim would likely have suffered further grievous injury or death; and
WHEREAS, We applaud Paramedic Perkins-Smoot for his extraordinary display of professionalism and lifesaving intervention; and
WHEREAS, Paramedic Perkins-Smoot was a candidate at the time of this incident, having been a Chicago paramedic for only nine months, and since then has successfully completed his training. His courage, bravery and dedication exemplify the professionalism of the Chicago Fire Department; now, therefore,
BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this sixteenth day of March, 2016, do hereby commend Paramedic Wendell Perkins-Smoot for his professionalism, dedication, and selfless efforts on behalf of the citizenry of Chicago; and
BE IT FURTHER RESOLVED, That a suitable copy of this resolution be presented to Paramedic Wendell Perkins-Smoot of the Chicago Fire Department, and placed on permanent record in his personnel file, as a token of our appreciation and esteem.
