RESOLUTION

 

WHEREAS, Guillermo "Bill" Perez was born on April 24, 1938 and will be celebrating his eighty-first birthday with family and friends; and,

WHEREAS, Influenced by the writings of Mark V. Hansen and Joe Batten, authors of "The Master Motivator," who dared readers to write their own 200 victories during their life since birth, Bill Perez took the challenge and surpassed the goal, and to date, continues adding personal victories to his list; and,

WHEREAS, Bill Perez has compiled an impressive list of victories during his lifetime, with his family, education, personal and spiritual growth, work, and the arts, all which are too numerous to list; and,

WHEREAS, However, some of his "victories in his life" highlights include: graduated with -honors from both elementary and high school with honors (High School Salutatorian) at De La Salle High School (Christian Brothers) after learning English perfectly at the age of seventeen in ten weeks; and,

 

WHEREAS, At the University of Illinois, Bill Perez was the President of the Spanish Club, member of the YMCA debate team, and founded "Los Cumbancheros," the first Latin band at the university. He finished college (BS in Mathematics) at Roosevelt University and wrote the thesis "Behavior of the London-Maxwell Equations in Cryogenics" for his degree; and,

 

WHEREAS, Bill Perez received his Master's Degree in Mathematics from DePaul University. He taught mathematics part-time at various universities for 40 years. He was a Math Research Analyst for Illinois Bell Telephone Co., Computer Consultant for a large software company, and Data Processing Supervisor for Canteen Corp. Bill was also the Finance Director for the Chicago Board of Elections, Deputy Computer Manager for the Illinois Attorney General, and Supervisor for the Clerk of the Circuit Court of Cook County; and,

 

WHEREAS, Meanwhile, Bill Perez kept busy with personal growth, as he wrote and published the articles, "Sets Of Parenthesis Don't Hurt" and A Reflection of L'Hopital's Rule Or is 0° Equal to 1?," along with writing the book "Graph Techniques to Keep Track of Tournaments." He has also translated to Spanish, two children books, "The Village and the Siderthat Grew and Grew" and "The Village and the Cat Hair Catastrophe" by Jordan Rivers; and,

 

WHEREAS, Bill Perez became an Expert, and almost a Master in the game of chess. He was ranked the 19th best chess player in Illinois in 1964. He played 5 games of chess simultaneously in 1964 (won 3 and drew 2) and played one game of chess blindfolded: and,

 

WHEREAS, Bill Perez has received numerous awards that include "Outstanding New U.S. Citizen of 1973," "1974 Outstanding Young Person," "1983 Hispanic Man ofthe Year," and the "Latino Professional of 2009. He was also honored by Mayor Richard M. Daley as one of four Central American leaders with outstanding contributions to Latino communities, the Mexican Institute of Federal Elections, and by the Panamanian Civic Society of Chicago for Outstanding Leadership; and,

 

WHEREAS, With several near death experiences, Bill Perez's spiritual growth led him to become a Deacon. Discovering the power of prayer, he has given over 25 sermons and

 

 

presentations in the church. He has given the eulogies at his father's and mother's funeral mass memorial services and,

 

WHEREAS, Bill Perez is grateful for the parents that he had, his two sons graduating from college, and the support and love of Connie Razo, who took care of him when he went through cancer treatment in May 2009, and still does. He considers her the "angel" that the Lord sent to him;.and now therefore,

 

 

BE IT RESOLVED, That we, the Mayor and members of the City Council of the City of Chicago, gathered here this tenth day of April 2019 A.D., do hereby extend to Guillermo "Bill" Perez our sincere and grateful appreciation for his outstanding record of personal and professional achievement, and our best wishes to him on his celebration of his eighty first birthday.

presentation to Guillermo "Bill" Perez.
