RESOLUTION CALLING FOR A HEARING TO DISCUSS THE CITY'S JOB ORDER CONTRACTING PROGRAM
WHEREAS, A job order contract (JOC) is a fixed term, firm priced, indefinite quantity contract awarded through a single competitive bid to a general contractor, often involving the repair, maintenance, and completion of recurring or repetitive projects; and
WHEREAS, After a JOC is awarded, the awarding entity can place orders with the winning general contractor to complete projects listed within the scope of the original contract at a fixed price; JOCs expedite the completion of such projects by saving time spent on procurement; and
WHEREAS, Governments often use JOCs to supplement the efforts of in-house staff who may not have the manpower to complete such projects in a timely manner; and
WHEREAS, The City, its sister agencies, and other neighboring governmental entities have utilized JOCs for a variety of reasons including to complete projects to meet compliance with the Americans with Disability Act, conduct facility maintenance like roof and downspout repairs, tuckpointing, and painting, and complete emergency construction work requiring specialized services; and
WHEREAS, The Committee on Contracting Oversight and Equity has jurisdiction over matters concerning the City's contracting practices, including JOCs, as well as matters concerning minority-owned business enterprises, women-owned business enterprises, and other certification eligible contracting programs; now, therefore
BE IT RESOLEVED, That we, the Mayor and members of the City Council of the City of Chicago, gathered here this twentieth day of September, 2021, do hereby call upon the Committee on Contracting Oversight and Equity to hold a subject matter hearing to discuss the efficacy of job order contracts and their utilization numbers regarding minority-owned business enterprises and women-owned business enterprises; and
BE IT FURTHER RESOLVED, That we request Monica Jimenez, Acting Chief Procurement Officer, and David Reynolds, Commissioner of Assets, Information, and Services, or their respective designees with knowledge about such subject matter, to testify at the hearing.
