RESOLUTION
 
WHEREAS, Patricia Taylor began her career in city government in 1990 in the City of Chicago's Department of Law where she held the position of Director of Administration, overseeing payroll, timekeeping, accounting records, monitoring of expenditures and retention of and payment to external vendors, and prepared the department's annual budget; and
 
WHEREAS, Pat remained in this position until 1999 when she became the Director of Operations for Investigations in the Department of Law, where she managed investigators who handled all background checks for City contracts, served City subpoenas, investigated claims of workers compensation, and conducted special investigations for the department; and
 
WHEREAS, In 2004, Pat became the Assistant Budget Director for the City of Chicago where she developed a city-wide performance management system that improved delivery of public services and reduced employee absenteeism, created a new Department of Business Affairs and Licensing to handle all licensing services for City businesses and residents, and managed reconstruction of the Police Department's training academy; and
 
WHEREAS, Pat joined the Chicago Transit Authority in 2007 as Vice President of Facilities Maintenance and Capital Construction and managed a staff of 850 employees, was responsible for maintenance and cleanliness of all CTA facilities, and oversaw construction of new Brown Line stations on time and within budget; and
 
WHEREAS, In 2009, Pat became the Chief Operating Officer of the Chicago Public Schools, overseeing operational departments for the nation's second largest school district, was responsible for the construction, renovation, repair and maintenance of 1000 CPS buildings including 680 schools, managed a capital budget of approximately $1.4 billion and managed over 9000 employees including architects, engineers, contractors and privatized staff, created the District's first-ever comprehensive five-year Capital Plan and first-ever Master Facility Plan, completed wholesale revamping of school lunches to meet national "Gold Standard" of nutritional guidelines, reduced the time to complete sorely needed new school construction and renovation by reducing the time to process building permits by 44%, and cut the District's transportation expenses by $6.8 million in the first three months of 2011 through route and bus consolidation; and
 
WHEREAS, After 25 years of working in City government, Pat Taylor retired and was recognized for her many accomplishments and dedication to the City at a party in her honor on May 1, 2015; now therefore,
 
BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this sixth day of May, 2015, do hereby thank Pat for her years of service to the City and congratulate her on her retirement and wish her much happiness in the years ahead; and
