SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2015 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies of the state and federal governments and public and private agencies for grants to the City for various purposes; and
WHEREAS, the City through its Mayor's Office has been awarded private grant funds in the amount of $163,000 from the Rockefeller Foundation which shall be used for the 100 Resilient Cities Initiative; and
WHEREAS, the City through its Department of Public Health ("Health") has been awarded additional federal grant funds in the amount of $41,000 from the United States Department of Health and Human Services, Centers for Disease Control and Prevention ("CDC") which shall be used for the Bioterrorism Hospital Preparedness Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $2,038,315 from CDC which shall be used for the Bioterrorism Preparedness Response Planning Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $367,000 from CDC which shall be used for the HIV Behavioral Surveillance Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $77,000 from CDC which shall be used for the Morbidity and Risk Behavior Surveillance Program; and
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $1,000,000 from the United States Department of Health and Human Services which shall be used for the Teen Pregnancy Prevention Evaluation Program; and
WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded federal grant funds in the amount of $274,000 from the Illinois Department on Aging which shall be used for the Aging & Disability Resource Center Enhancement & Nursing Home Deflection Pilot Program; and
WHEREAS, the City through DFSS has been approved to use carryover federal grant funds in the amount of $122,000 from the United States Department of Housing and Urban Development, Office of Community Planning and Development ("HUD") which shall be used for the Emergency Shelter Grant 2010 Program; and
WHEREAS, the City through DFSS has been approved to use carryover federal grant funds in the amount of $550,000 from HUD which shall be used for the Emergency Solution 2011 Program; and
WHEREAS, the City through its Office of Emergency Management and Communications has been awarded additional private grant funds in the amount of $5,000 by Target Corporation which shall be used for the Emergency Management Private Support Program; and
WHEREAS, the City through its Department of Transportation has been awarded additional public grant funds in the amount of $3,000,000 from the County of Cook, Illinois which shall be used for the Cook County Highway Program; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The sum of $7,637,315 not previously appropriated, representing increased grant awards, is hereby appropriated from Fund 925 - Grant Funds for the year 2015. The Annual Appropriation Ordinance is hereby further amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby madeja part hereof.
SECTION 2. The Commissioner of Health is hereby authorized to enter into agreements with the National Opinion Research Center and Planned Parenthood of Illinois, and perform any and all acts related thereto, including the expenditure of funds, as may be necessary or advisable in order to give effect to the award of the federal grant funds to be used for the Teen Pregnancy Prevention Evaluation Program.
SECTION 3. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
SECTION 3. This ordinance shall be in full force and effect upon its passage and approval.

Your Committee on the Budget and Government Operations, having had under consideration an Ordinance authorizing a supplemental appropriation and an amendment to the year 2015 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from Federal, State, public, and/or private agencies, and having been presented with a proposed Substitute Ordinance by the Office of Budget and Management; and having had the same under advisement, begs leave to report and recommend that Your Honorable Body pass the Substitute Ordinance transmitted herewith.
This recommendation was concurred in by a viva voce vote of the members of the Committee.
