Your Committee on the Budget and Government Operations, having had under consideration an Ordinance authorizing a supplemental appropriation and an amendment to the year 2018 Annual Appropriation Ordinance necessary to reflect an increase in the amount of funds received from Federal, State, public, and/or private agencies , and having been presented with a proposed Ordinance, as amended, by the Office of Budget and Management which includes the authority to execute associated agreements including indemnification agreements, and having had the same under advisement, begs leave to report and recommend that Your Honorable Body pass the Substitute Ordinance transmitted herewith.

ORDINANCE AS AMENDED
WHEREAS, the Annual Appropriation Ordinance for the year 2018 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies of the state and federal governments and public and private agencies for grants to the City for various purposes; and
WHEREAS, the City through its Department of Cultural Affairs and Special Events has been awarded private grant funds in the amount of $65,000 by Millennium Park Foundation which shall be used for the Millennium Park Art Market Program; and
WHEREAS, the City through its Department of Public Health ("Health") has been awarded additional federal grant funds in the amount of $156,000 by the United States Department of Health and Human Services ("USDHHS") which shall be used for the Lead Poisoning Surveillance Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $25,000 and carryover federal grant funds in the amount of $576,000 by USDHHS which shall be used for the Resiliency in Communities after Stress and Trauma ("ReCAST") Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $500,000 by USDHHS which shall be used for the Teen Pregnancy Prevention Evaluation Program; and
WHEREAS, the City through Health has been awarded additional state grant funds in the amount of $6,000 by the Illinois Department of Human Services which shall be used for the Healthy Families Illinois Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $25,000 by USDHHS which shall be used for the Sexually Transmitted Disease Prevention Program", and

WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded state grant funds in the amount of $120,000 by the Illinois Department on Aging ("IDOA") which shall be used for the Long-Term Care Ombudsman Program; and
WHEREAS, the City through DFSS has been awarded additional state grant funds in the amount of $40,000 by the IDOA which shall be used for the Senior Health Assistance Program; and
WHEREAS, the City through its Department of Planning and Development ("DPD") has been awarded federal grant funds in the amount of $446,000 by the United States Department of the Interior National Park Service, which shall be subgranted for repairs to Stone Temple Baptist Church in connection with the African American Civil Rights Preservation'Grant Program; and
WHEREAS, the City through its Department of Police ("Police") has been awarded federal grant funds in the amount of $214,000 by the Illinois Department of Transportation ("IDOT") which shall be used for the Injury Prevention Project; and
WHEREAS, the City through Police has been awarded federal grant funds in the amount of $119,000 by IDOT which shall be used for the Pedestrian Safety Injury Prevention Project; and
WHEREAS, the City through Police has been awarded federal grant funds in the amount of $414,000 by IDOT which shall be used for the IDOT Sustained Traffic Enforcement Program (STEP); and
WHEREAS, the City through Police has been awarded federal grant funds in the amount of $500,000 by IDOT which shall be used for the Local Alcohol Program; and
WHEREAS, the City through its Office of Emergency Management and Communication has been awarded state grant funds in the amount of $350,000 by the Illinois Emergency Management Agency which shall be used for the Preparedness and Response Grant; and
WHEREAS, the City through its Department of Transportation has been awarded additional federal grant funds in the amount of $80,000 by IDOT which shall be used for the National Priority Safety Program; and
WHEREAS, the City through its Chicago Public Library has been awarded state grant funds in the amount of $2,132,000 by the Illinois State Library which shall be used for the Illinois Library Development - Per Capital and Area Program; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The sum of $5,192,000 not previously appropriated, representing new grant awards and $576,000 in carryover grant awards are hereby appropriated from Fund 925 - Grant Funds for the year 2018. The Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
SECTION 2. The Commissioner of DFSS is hereby authorized to enter into an intergovernmental agreement and other related documents with Chicago Public Schools ("CPS"), subject to the approval of the Corporation Counsel, giving to CPS a grant in the amount of $1,000,000 in corporate funds to support Out of School Time programming in approximately 84 CPS elementary schools.
SECTIOM 3. The Commissioner of DPD is hereby authorized to enter into a subgrant agreement and other related documents with the Stone Temple Baptist Church, or another entity acceptable to the Commissioner of DPD, subject to the approval of the Corporation Counsel, in connection with the African American Civil Rights Preservation Grant Program.
SECTION 4. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this
ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
SECTION 5. This ordinance shall be in full force and effect upon its passage and approval.
