yOheteClS . On October 7, 2014, Captain Edward Kulbida (Star #100), a 29-year veteran of the Chicago Police Department, risked his own life to protect fellow police officers and innocent residents of Chicago; and
 
WHEREAS, After receiving information that a task force consisting of Chicago Police Officers and United States Marshals were attempting to serve an arrest warrant for a fugitive wanted for a string of shootings in Indiana, Captain Kulbida, aware that attempting to capture such a violent fugitive posed a danger, proceeded to an apartment building near 72nd and Lowe, where the fugitive was holed up; and
 
WHEREAS, After arriving at the scene and learning that shots had been fired at the task force as they approached the building, Captain Kulbida, disregarding his own personal safety, courageously stepped outside the protective cover of a hallway to ensure that additional responding law enforcement officers were clearly warned of the danger; and
 
WHEREAS, At that moment, the suspect began firing again, shooting Captain Kulbida twice, with one bullet hitting his head and breaking his cheekbone, and one bullet ripping into his right shoulder, breaking his collarbone and ricocheting into his back; and
 
WHEREAS, With quick thinking, true courage and extraordinary teamwork, as some police officers returned fire, other officers dragged Captain Kulbida out of the line of fire and back into the building's vestibule, where the Marshals administered first aid; and
 
WHEREAS, As the suspect continued to fire, the Marshals and police officers, including Captain Kulbida, now in excruciating pain, were pinned inside the vestibule for 30 minutes until Captain Kulbida could be safely moved. Despite his serious injuries, Captain Kulbida insisted on walking out of the building to a waiting ambulance and transported to a local hospital; and
 
 
WHEREAS, The standoff ultimately came to an end after law enforcement officers stormed the apartment and took the suspect into custody; and
 
WHEREAS, To the relief and joy of many, just two months after being shot, Captain Kulbida, returned to his post as the second-in-command at the Englewood District; and
 
WHEREAS, The true courage of Captain Kulbida has earned him the respect and admiration of all Chicagoans; now, therefore,
 
BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this twenty-first day of January, 2015, do hereby take great pleasure in honoring Captain Edward Kulbida for his dedication and bravery, and extend to him our best wishes for his future good health; and
 
BE IT FURTHER RESOLVED, That a suitable copy of this resolution be presented to Captain Kulbida, and placed on permanent record in his personnel file, as a token of our esteem.
