ORDINANCE
WHEREAS, The City of Chicago ("City") is a home rule municipality as described in Section 6(a), Article VII ofthe 1970 Constitution ofthe State of Illinois, and as such may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, The global electric vehicle stock surpassed 2 million cars in 2016, and is set to increase to over 3 million cars by 2021. The future is electric, and hundreds of thousands of electric vehicles will be delivered in the United States over the next few years; and
WHEREAS, It is critical to the City's continued economic growth and development that it takes steps to ensure that electric vehicle charging is available and convenient for the coming wave of owners embracing this sustainable technology; and
WHEREAS, Electric vehicle supply equipment and its infrastructure, which allow electric vehicle owners to charge their cars, are quickly becoming the most significant barriers to growth in this segment. Unlike gasoline car owners, charging behavior for electric vehicle owners indicates that more than 80% charge their cars at home or at work; and
WHEREAS, The accessibility of electric vehicle chargers in parking facilities at home and at work is critical, and building codes need to be updated to address these needs; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The foregoing recitals are adopted and incorporated into and made a part of this Ordinance.
SECTION 2. Title 13 ofthe Municipal Code of Chicago is hereby amended by inserting a new Chapter 13-168, as follows:
CHAPTER 13-168 ELECTRIC VEHICLE SUPPLY EQUIPMENT INFRASTRUCTURE
13-168-010 Definitions.
In this chapter:
(a) "Electric vehicle" means any vehicle that is licensed and registered for operation on public and private highways, roads, and streets; either partially or exclusively, on electrical energy from the grid, or an off-board source, that is stored on-board via a battery for motive purpose.

"Electric vehicle supply equipment" means the equipment, as defined by the National Electrical Code and adopted in section 14E-6-625 ofthe Municipal Code of Chicago, that includes the conductors, including the ungrounded, grounded, and equipment grounding conductors, and the electric vehicle connectors, attachment plugs, and all other fittings, devices, power outlets, or apparatus installed specifically for the purpose of transferring energy between the premises wiring and an electric vehicle.
"Electric vehicle supply equipment infrastructure" means the equipment, as defined by the National Electrical Code and adopted in section 14E-6-625 ofthe Municipal Code of Chicago, to support future electric vehicle charging. This shall include, but not be limited to: the design load placed on electrical panels and service equipment to support the additional electrical demand, the panel capacity to support additional feeder / branch circuits, and the installation of raceways, both underground and surface mounted, to support the electrical vehicle supply equipment.
13-168-020 Electric vehicle supply equipment infrastructure - Required.
Beginning July 1, 2019 ("Effective Date"), the Department of Buildings shall not issue a building permit for any new construction residential multi-family building consisting of 24 or more dwelling units, or nonresidential or commercial building having 50 or more parking spaces, unless such building specifies the installation of electric vehicle supply equipment infrastructure to support the future installation of electric vehicle supply equipment for two or more electric vehicles.
The Commissioner of Buildings shall adopt and publish regulations to implement this chapter at least 60 days before the Effective Date.
SECTION 3. This ordinance shall be in full force and effect upon passage and publication. ^—
