RESOLUTION

 

 

WHEREAS, William J. O'Reilly was hired by the Chicago Police Department on May 2, 1988, and was sent to 15th District for training. He was reassigned to the 23rd District for six months, and then upon graduation assigned to the 16th District where after a year, was put on tact; and,

 

WHEREAS, William J. O'Reilly was promoted to Sergeant in April, 1996 and was assigned to the 1st District, where he again was assigned to tact, then the pick pocket team and eventually the business liaison which entailed being the point of contact for the multitude of buildings, businesses and hotels in the Central Business District; and,

 

WHEREAS, Sergeant William J. O'Reilly was working in the Central Business District on 9-11 and what led him getting involved in homeland security issues because prior to 9-11; and,

 

WHEREAS, In August 2002, Sergeant William J. O'Reilly was brought to headquarters to work in the recently formed Homeland Security Section of the DOC. In August 2008, he was assigned to the O'Hare Law Enforcement Section; and,

 

WHEREAS, While on tactical team in the 1st District, Sergeant William J. O'Reilly formulated a plan utilizing decoys to catch an individual that had raped two victims already, and which led to catching him as he was following what would have been his third victim. This led to a City Council Resolution for himself and the other officers who were on the arrest; and,

 

WHEREAS, Sergeant William J. O'Reilly also received six department commendations and numerous honorable mentions and complimentary letters; and,

 

WHEREAS, During his time as the business liaison, he put together the first ever e-mail emergency contact list to get word out to the hundreds of buildings at once. Prior to this being implemented, fax messages were used and often took hours to complete being sent. Also he was involved in rewriting the evacuation plan for the Central Business District and creating and moderating the first tabletop exercise to show downtown businesses how to interact with city agencies during a disaster; and,

 

WHEREAS, While at headquarters, Sergeant William J. O'Reilly was able to attend different training including DHS's Physical Threat Assessment which entails going through high value targets and identifying as well as addressing how to mitigate vulnerabilities, Prevention and Response to Suicide Bombing, as well as being certified in Exercise Planning and several levels of National Incident Management System (NIMS); and,

 

WHEREAS, Along with Sergeant Paul DeRosa, Sergeant William J. O'Reilly started the Terrorism Liaison Officer program which is still ongoing, and was involved in the Urban Area Security Initiative (UASI) grant writing for several years. Funds requested and received included the funds used to get the first CPD Helicopter up and running, the AVON respirators, and the Terrorism Awareness and Response Academy (TARA) as well as countless items for SWAT and Bomb Technicians. Assisted in and organized two School Violence Initiative Program (SNIP) exercises; and,

 

WHEREAS, At O'Hare, Sergeant William J. O'Reilly was involved in or created and moderated multiple tabletop and live exercises for not only CPD, but the different agencies at O'Hare to

 

 

foster a cooperative response. He trained officers in response to active shooters and suspicious items; and,

 

WHEREAS, Sergeant William J. O'Reilly is the father of two grown children; on the school board at St. Cornelius for twelve years, president for seven, coached baseball, basketball and hockey over about ten years total. He participated in St. Baldrick's as a "shave" for two years, then began and ran the St. Baldrick's events for CPD for seven more. Assisted in numerous breast cancer fund raising walks as a member of the route safety team; and now therefore,

 

BE IT RESOLVED, That we, the Mayor and members of the City Council of the City of Chicago, gathered here this twenty third day of January 2019 A.D., do hereby extend to Sergeant William J. O'Reilly our sincere and grateful appreciation for his outstanding record of professional and personal achievement, and our best wishes to him and her family on his retirement; and,
