TO THE HONORABLE, THE CITY COUNCIL OF THE CITY OF CHICAGO
Ladies and Gentlemen:
I transmit herewith, together with Aldermen Waguespack, Martin, Garza, O'Shea, Rodriguez, Villegas, Brookins, Osterman, Sposato, Coleman, Hadden and Dowell, a resolution congratulating Major David and Debby Dalberg upon their retirement.
Your favorable consideration of this resolution will be appreciated.
RESOLUTION
WHEREAS, In recognition of their leadership and appreciation of their tireless work partnering with the City of Chicago to assist the City's most vulnerable residents at times of crisis, the Members of this Chamber are pleased to honor Majors David and Debra Dalberg, on the occasion of the conclusion of their service leading Emergency Disaster Services ("EDS") for The Salvation Army Metropolitan Division; and
WHEREAS, Major David Dalberg was commissioned and ordained as a Salvation Army officer and clergy in 1966. He received a Bachelor of Arts degree in Psychology and Urban Studies from Elmhurst College in Illinois (cum laude) in 1979, and received the Master of Arts degree in human resource development from the University of St. Thomas in St. Paul/Minneapolis in 1995; and
WHEREAS, Prior to serving at EDS, Major David Dalberg was responsible for The Salvation Army disaster response during the Minnesota and North Dakota floods, served on territorial assessment teams related to the Oklahoma City bombing and the Northridge earthquake and became Incident Commander for the earthquake-related services; and
WHEREAS, In June of 2005 Major David Dalberg was appointed to The Salvation Army's Metropolitan Division of the Central Territory where he presently serves as the Divisional Disaster Services Director; and
WHEREAS, Major David Dalberg is responsible for overseeing Salvation Army disaster services throughout the Greater Chicago area including 12 surrounding counties, including being The Salvation Army's EDS liaison to state government and state-wide not-for-profit organizations as well as the City of Chicago's Fire Department, Police Department, SWAT Team, and Office of Emergency Management & Communications ("OEMC"); and
WHEREAS, Major Debra Dalberg was commissioned and ordained as a Salvation Army officer and clergy in 1978. She received a Bachelor of Arts degree from the University of Wisconsin Green Bay and a master's in social work from the University of Illinois Chicago; and
WHEREAS, Major Debra Dalberg previously served as The Salvation Army Central Territory's Assistant Social Services Director from 2001 to 2004 and as Assistant National Disaster Services Coordinator from 1997 to 2001; and
WHEREAS, In June 2005, Major Debra Dalberg was appointed to The Salvation Army's Metropolitan Division in the Central Territory, where she began as the Older Adult Ministries Coordinator; and
WHEREAS, In the midst of her official appointment, Major Debra Dalberg also worked to support EDS. It was not until more than a decade later that the support Major Dalberg provided to EDS became part of her official appointment; and
WHEREAS, Together, Majors Dalberg have over 100 years of services through their ministries as Salvation Army Officers; and
WHEREAS, The organization currently led by Majors Dalberg, EDS, responds quickly, mobilizing its officers, employees, and volunteers wherever needed to immediately and effectively provide emergency services to victims and emergency responders when disaster strikes; and
WHEREAS, Majors Dalberg's support and partnership with the City of Chicago over the duration of their long careers is unparalleled, and includes leading efforts on behalf of The Salvation Army to support the City during the COVID-19 pandemic by providing meals to the City's most vulnerable residents, ensuring that the City's first responders on the frontlines were provided with meals and hydration during large-scale incidents and partnering with OEMC to develop an onsite Chaplaincy program to support 9-1-1 Operators with grief counseling during times of crisis; and
WHEREAS, Major David Dalberg and Major Debra Dalberg will be concluding their service at The Salvation Army Metropolitan division's EDS team on June 30, 2022; now, therefore,
BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this twenty-second day of June, 2022, do hereby honor Major David Dalberg and Major Debra Dalberg for their dedication to The Salvation Army and helping the less fortunate; express to them our heartfelt gratitude for their exemplary service to the residents of our great City; and extend to them our best wishes for continued health, happiness, prosperity, and success; and
BE IT FURTHER RESOLVED, That suitable copies of this resolution be presented to Major David Dalberg and Major Debra Dalberg as a sign of our appreciation and esteem.
