AMEND LOADING ZONE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO
Section 1. That an ordinance passed by the City Council on March 6, 1996 page #17723 of the Journal of Proceedings which reads, E. Monroe Street from a point 55 feet east of S. Wabash Avenue to a point 114 feet east thereof in designated area, be and the same is hereby amended by striking there from, the following:
55 feet east of S. Wabash Avenue and inserting 88 feet east of S. State Street
Section 2. This ordinance shall take effect and be in force hereinafter its passage and publication.

Re: Relocation of the Gray Line and Chicago Trolley stops from 55 E. Monroe Street
Dear Alderman Reilly:
The Chicago Department of Transportation (CDOT) met with a member of your staff, representatives from the Park Monroe (55 E. Monroe Street) condominium building, and the Chicago and Gray Line Trolley companies on March 3, 2011 to discuss the relocation of the existing trolley stops at 55 E. Monroe Street.
Currently, both of these trolley companies utilize the existing CTA/Pace bus stop on the south side of Monroe Street, east of Wabash Avenue. The residents of Park Monroe have complained that buses and trolleys block the sidewalk in front of their building and make it difficult for residents to hail a taxicab. Additionally, these buses and trolleys block the lines of sight for residents who are exiting their parking garage. Thus, the Park Monroe residents have requested that the trolley stops be relocated to a new location.
At the March 3,d meeting, a Chicago Trolley representative agreed to eliminate their stop from 55 E. Monroe Street while a representative from the Gray Line Trolley agreed to relocate their stop to another location in close proximity. Your staff requested CDOT's assistance in identifying a potential new trolley stop location for the Gray Line Trolley.
Since the Gray Line Trolley serves the Palmer House hotel one block to the west on Monroe Street, CDOT focused its investigation on the south side of Monroe Street between State Street and Wabash Avenue. Currently, there is an 80-foot long cabstand in froni of the hotel on the south side of Monroe Street that is documented in the attached ordinance. Immediately east of this cabstand is a valet loading zone that extends east to Wabash Avenue. Our records indicate that the Palmer House hotel currently pays for a 1.14-foot long valet loading zone on Monroe Street. However, a field measurement revealed that the valet loading zone signs are incorrectly posted 207 feet apart instead, of the authorized 114 feet, a difference of 93 feet. CDOT's Division of Infrastructure Management will coordinate with your office on the relocation of the valet loading sign to its proper location.

Since a trolley stop in front of the Palmer House hotel would provide more convenient access to both hotel guests and users of the Gray Line Trolley, CDOT recommends allocating 50 feet of the south curb line for the Gray Line Trolley company's use. The remaining 43 feet of curb space could be added to the current de-facto right turn lane as illustrated on the attached plan.
Pending acceptance of this recommendation by representatives of the Gray Line Trolley, Palmer House hotel and your office, CDOT recommends that your office coordinate with the Department of Business Affairs and Consumer Protection (BACP) to determine if any legislative action or additional requirements are necessary prior to designating this location as an official trolley stop.
In the process of doing this study, CDOT determined that the current ordinance documenting the valet loading zone in front of the Palmer House lists the wrong limits and thus CDOT recommends that your office amend the existing ordinance as indicated below:
