RESOLUTION
WHEREAS, On January 7, 2020, the Committee on Public Safety ofthe City Council ofthe City of Chicago convened a hearing in the Council Chambers to address the growing problem posed by the unsafe and unlawful operation of motorcycles and other motor vehicles within the City's corporate limits, the excessive noise accompanying such activity, and the complete disregard for the City's traffic laws displayed by bad actors residing in our City and in the surrounding metropolitan area; and
WHEREAS, Most concerning is the public safety hazard posed by large groups of individuals who converge on area highways and City streets, often without warning to pedestrians or residents, to perform dangerous exhibitionist stunts or to drive at high speed for the thrill of it; and
WHEREAS, At the hearing, several aldermen expressed concern over the negative effect that this disruptive behavior is having on Chicago's neighborhoods by destroying the peace and tranquility that Chicagoans deserve in the places where they live and raise their families; and
WHEREAS, The quality-of-life and safety problems created by the prevalence of local traffic law violations involving individuals who drive at high speed, engage in drag racing, and perform other reckless driving stunts are amplified during the summer months, when the weather is more conducive to this illegal activity; and
WHEREAS, During the hearing, several aldermen called upon the Chicago Police Department and Office of Emergency Management and Communications to review the City's existing strategies for addressing this multifaceted problem in light of best practices in other jurisdictions, and, based on that review, to propose enforcement strategies to thwart this illegal activity in Chicago; and
WHEREAS, At the hearing, representatives from both the Chicago Police Department and Office of Emergency Management and Communications indicated that they understood the gravity ofthe problem confronting the City, and they agreed to provide the Committee at a later date with an enforcement plan to address the problem, along with associated data and statistics, and concrete examples of the steps each department has taken, either separately or as part of a collaborative effort, to deter or prevent the problem from occurring here; now, therefore,
BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this twenty-second day of July 2020, do hereby call upon the City Council Committee on Public Safety to convene a follow-up hearing with representatives from the Chicago Police Department and Office of Emergency Management and Communications for the purpose of learning what specific steps each of these departments has taken since the January 7th hearing, and is proposing to take in the future, to curtail the problematic activity identified at that hearing.
