whereas, it is suitable to prepare this resolution on behalf of every constituent and business located within the boundaries of the 21sl Ward, and to further declare my Ward as an Emergency/Disaster area based on the rainstorm and property damage that occurred inside the premises of constituents' homes and buildings of business owners on Thursday, July 5, 2018; and

whereas, as an elected official and representative to the constituents and businesses of the 21st Ward - I am obligated to provide above satisfactory service under the scope of my responsibilities on a consistent basis; and

whereas, Many of the constituents and businesses in this ward shared with me and several members of my staff that their out-of-pocket expenses exceeded costs that are generally covered by their homeowners insurance and a high percentage of these residents are identified as senior citizens whose livelihood is contingent upon a fixed income; and

whereas, this event should not be looked upon as an isolated incident, particularly ,rsince the residents and/or businesses in the 21st Ward have experienced flooding within dwellings/building units on more than one occasion. With that, numerous reports were submitted to 311 and the Department of Water Management repeatedly to address sewerage back-up and flooding concerns whenever there is a torrential rain in the City of Chicago; and

whereas, collectively with my constituents and the business owners within the boundaries of the 21st Ward, we have taken all possible courses of action to combat and alleviate the repeated patterns of flooding on their block(s) and within the premises of all parties mentioned. It is clear that this matter is beyond local government ability to resolve; and

whereas, I call upon the legislators of the City of Chicago, County of Cook and State of Illinois to stand with me on my plight to provide adequate restitution to every resident and business owner within the 21st Ward where the flood caused matters to extend beyond their internal control; and

be it resolved, that the Mayor and the members of the City Council will meet on Wednesday, July 25, 2018, A.D., and will stand in agreement with this resolution as it is written in its entirety; and

be ft further resolved that this resolution was prepared by Alderman Howard B. Brookins, Jr., and it will be effective thirty days from the date of this submission.
