MEMORIAL RESOLUTION HONORING WILLA DEAN LATHAM OUTLAW
WHEREAS, God in His infinite wisdom has chosen to call Willa Dean Latham Outlaw, outstanding citizen and beloved friend, home to her eternal reward; and
WHEREAS, This honorable body has been informed of her transition by the esteemed Alderman of the 15th Ward, Toni Foulkes; and
WHEREAS, Born October 10, 1949 in Reform Alabama, Willa Dean was the loving daughter of the late Willie B. and Claudia Mae Latham. Her parents instilled strong morals and values throughout her life. She and her ten siblings brought laugher and happiness into the family home. Willa Dean, affectionately known as "Dean" by her family and friends, accepted Christ as her personal Savior at a young age and was a faithful member of the Choir of Popular Springs Church; and
WHEREAS, Symbolic ofthe strength and solidity of family life, Willa and Paul Outlaw were united in marriage on September 17, 1965 and to this loving couple two children were born; Michael and Vincent. The number of children increased to five after the death of her parents; and
WHEREAS, A cherished friend of many and a good neighbor to all, Willa Dean Latham Outlaw will be greatly missed and fondly remembered by her family members and friends. Her loving husband, Paul Outlaw, two sons, Michael (Johana) and Vincent; two sisters, Barbara (Ajao) and Sondra (Hodges); six brothers, Robert (Charlene), Donald (Janice), Oscar, Leonard, Bernard (Valerie) and Shelly; uncles, Oscar (Ossie) James (Margie) and Alexander (Sylvia); aunts, Josie, Mamie, Morma and Norvell; her grandchildren, Marquie Outlaw, Michael D. Outlaw, Taylor Outlaw; her great-granddaughter, Saphira, a daughter-like friend, Micah Gilmore; a special friend, Beatrice Johnson and a host of other relatives and many friends; now, therefore,
Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, gathered here this 21st day of January 2015 A.D., do hereby offer our heartfelt condolences to the family and friends of Willa Dean Latham Outlaw and express our sorrow on her passing.
