BE IT ORDAINED BY THE CITY COUNCIL OF CHICAGO:
Section 1. Pursuant to Section 2-8-040 of the Municipal Code of Chicago,
Which allows erection of honorary street name designations, the Commissioner ofthe Chicago Department of Transportation shall take the necessary action for the standardization of W. 17th St between S. Halsted St and S. Union Ave as
"Honorary Felipe "Phil" Ayala Way". Section 2. This ordinance shall take effect upon its passage and publication.

Felipe (Phil) Ayala. As a teen, he enlisted in the Army, trained as a Ranger and served in Vietnam. Aiming to give back to his community, he co-founded El Centro De La Causa, a social service agency in Pilsen, where he was the director for over 30 years. He also worked as a Cook County Deputy Sheriff for several years. He worked with the Hate Congressman Ralph Metcalfe's commission to have the law enforcement height standard removed so more minorities and women could work in law enforcement. He served as a Member on the US Commission on Civil Rights, the Cook County Health and Hospitals Governing Commission and other boards. He presented publications to national organizations on cross-cultural mental health and'community development. In 1979, he was invited to the White House by President Carter to attend a conference of Latino leaders. Phil was generous with his time, mentoring upcoming leaders and working with them to create novel programs and opportunities. Among the organizations that were founded, housed or incubated at Centro are Mujeres Latinas en Accion, Project G Higher Education Program, the Pilsen Athletic Conference (PAC) and many others. At "Centro ", Phil liked to stand at the top of the stairs to greet the many children who came in after school. He encouraged them to stay in school, get good grades and then "give back to the community ". Those "Centro kids" eventually grew up to become productive citizens including first responders and teachers. Over three decades, hundreds of lives were changed by his work and encouragement. And every single one of those "kids" can quote Phil on the ultimate goal, "Give back to the community". Phil's own life is a testimony that he took his own advice.
