ORDINANCE
WHEREAS, a novel coronavirus (2019-nCoV), first detected in Wuhan City, China, has become pandemic, aggressively and exponentially spreading world-wide in a manner of weeks; and
WHEREAS, in Cook County, this potentially deadly virus, now known as COVID-19, was first diagnosed on January 24, 2020 when a Chicago resident returned from Wuhan 12 days prior after tending to her elderly father who fell sick while she was there. Four days later, her husband reported similar symptoms. The wife was the second confirmed diagnosis in the nation. Her husband was the first confirmed case to have contracted the virus by human-to-human transmission; and
WHEREAS, as of April 19, 2020, the City of Chicago now reports there are 12,571 cases of COVID-19 and 500 deaths among Chicago residents as of April 19,2020. Neighborhoods with predominately poor African American residents have been the hardest hit both by the virus and economically; and
WHEREAS, Illinois Governor J.B. Pritzker has taken unprecedented steps to mitigate the exponential and inevitable spread of COVID-19 by banning large public gatherings as well as closing schools, museums, restaurants and other public facilities; and
WHEREAS, in order to further ensure the health and safety of its constituents, it behooves this body to enact such preventative measures that will continue to mitigate the spread of infection through human-to-human transmission in all public indoor and outdoor venues where large numbers of people gather, now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. Fund Created
A public/private fund is hereby established to assist in the provision of hand sanitizing stations that shall be placed in all government, commercial and residential facilities.
SECTION 2. Hand Sanitizing Stations Mandated
Hand Sanitizing Stations shall be prominently installed and maintained near entryways and elevator banks in places of public access including (but not limited to) all airports, stores, sports stadiums, museums, music venues, concert halls, theaters and other places of public amusement (both indoor and outdoor), hospitals, clinics, and nursing homes, schools, libraries and park facilities, fire and police stations, as well as all other government buildings.
Such stations shall also be installed and maintained in lobbies of residential apartment and condominium buildings that are more than four stories in height.
SECTION 3.
This ordinance does not apply to any facility if such stations have been installed prior to the adoption of this ordinance and continue to be maintained.
Enforcement & Penalties
All personnel authorized as code enforcement officers by the City of Chicago municipal Code from any city agency or department shall be made aware of this ordinance and shall have full authority to issue citations for violation of any provision of this ordinance
Penalties for violating sections ofthis ordinance shall be punishable by a fine of up to five hundred dollars ($500) and an additional one hundred dollars ($100) for each day an infraction occurs after adjudication.
Penalties shall be doubled for any subsequent violation.
This ordinance shall be in full force and effect upon its passage and publication.
