ORDINANCE
WHEREAS, The City of Chicago is a home rule unit government pursuant to the 1970 Illinois Constitution, Article VII, Section 6 (a); and
WHEREAS, Pursuant to its home rule power, the City of Chicago may exercise any power and perform any function relating to its government and affairs including protecting the health, safety and welfare of its citizens; and
WHEREAS, The City of Chicago should be inviting and encouraging to small businesses; and
WHEREAS, The City of Chicago has only issued 4 mobile food licenses since October 2015; and
WHEREAS, Potential mobile food vendors have noted that the total costs are acting as a barrier to beginning a business; and
WHEREAS, New York, Boston, Phoenix and Denver all have food cart license fees under $100 annually; and
WHEREAS, The shared kitchen costs have also been noted as a concern; and
WHEREAS, The city should lower the costs associated with entry for small business owners to encourage further growth; NOW THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO
SECTION 1. The above recitals are expressly incorporated herein and made part hereof as though fully set forth herein.
SECTION 2. Chapter 4-5 ofthe Municipal Code of Chicago is hereby amended by inserting the language underscored and deleting the language struck through as follows:
4-5-010 Establishment of license fees.
(15) Food - Retail Food Establisliment (4-8)
0 - 4,500 square feet $660.00
4,500- 10,000 square feet $880.00
10,000 plus square feet $1,100.00
