RESOLUTION

WHEREAS, On June 27, 2013, Charles Copner Webster achieved the rank of Eagle Scout, the highest advancement rank in Boy Scouting, at a special Eagle Scout board of review held by the Boy Scouts of America at the Owasippe Scout Reservation in Twin Lake, Michigan; and

WHEREAS, Charles Copner Webster is a member of Boy Scout Troop 79 in the Chicago Area Council of the Boy Scouts of America. Troop 79 is sponsored by the Old Town Triangle Association in Chicago, Illinois; and

WHEREAS, Boy Scout Troop 79 is a boy scout troop in the Chicago Area Council of the Boy Scouts of America; and

WHEREAS, An active boy scout for the past eleven years, Charles Copner Webster progressed through the ranks of scouting in the order of Tenderfoot, Second Class, First Class, Star, Life and Eagle; and

WHEREAS, On average, only 7% of all Boy Scouts earn the rank of Eagle Scout; and

WHEREAS, In order to achieve this coveted rank in scouting, Charles Copner Webster was required to earn 21 merit badges, including First Aid, Citizenship in the Community, Nation and World, Communications, Environmental Science or Sustainability, Personal Fitness, Camping, Family Life, Personal Management, Emergency Preparedness or Lifesaving, and Cycling, Hiking or Swimming; and

WHEREAS, As a prerequisite to becoming an Eagle Scout, Charles Copner Webster also served six months in a troop leadership position; planned, developed and provided leadership to others in a community-based service project; participated in a Scoutmaster conference; successfully completed the Eagle Scout board of review; and demonstrated in his daily life his commitment to living by the principles of the Scout Oath and Law; and

WHEREAS, Since its introduction in 1911, the rank of Eagle Scout has been earned by more than two million young men, including the 38th President of the United States Gerald R.
