Ladies and Gentlemen:
At the request of the Superintendent of Police, I transmit herewith an ordinance authorizing rotary-wing takeoffs and landings in conjunction with the 2015 IACP conference.

ORDINANCE
WHEREAS, As a home rule unit under Section 6 of Article VII of the Illinois Constitution, the City may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, The International Association of Chiefs of Police ("IACP") is the world's oldest and largest nonprofit membership organization of police executives, with over 20,000 members; and
WHEREAS, Since its formation in 1893, the IACP has held an annual conference ("Conference") to share insight, learn about promising practices, and discuss current technology with thousands of law enforcement executives; and
WHEREAS, At the Conference, the IACP assembles over 800 companies to display their newest products, services and the latest technologies designed specifically for law enforcement, including exhibits on helicopters and related equipment used by public safety agencies; and
WHEREAS, The Conference scheduled for 2015 will be held in Chicago; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION I. All of the recitals above are expressly adopted as legislative findings of the City and are incorporated herein and are made hereby a part of this ordinance.
SECTION 2. Notwithstanding Section 10-36-380 or any other provision ofthe Municipal Code of the City of Chicago to the contrary, and subject to rules and regulations promulgated by the Superintendent of Police and the Commissioner of Aviation, the Superintendent and the Commissioner may authorize the landing or taking off of a rotary wing aircraft, by or on beh...
