Whereas: The City of Chicago is a Home rule municipality recognized by the State of Illinois and the Federal government and its agencies.
Whereas: The Chicago Metropolitan Agency for Planning (CMAP) is the Chicago regional planning agency recognized by the Federal agencies to coordinate and administer various grant programs, including the Federal Transportation Alternative Program (TAP) Fund for the Chicago area.
Whereas: The City of Chicago and its departments has introduced and implemented a host of public capital programs to improve road and alternative public ways for the use pedestrian friendly activities.
Whereas: The City of Chicago is committed to becoming the nation's most preferred place for biking and pedestrian friendly activities.
Whereas: The City of Chicago and CMAP through a grant from the U.S. HUD Office is implementing a Green Healthy Neighborhood Plan for the Englewood, Woodlawn and Washington Park communities to introduce various green district activities that includes, pedestrian friendly corridors, trails, urban farms and green economy jobs.
Whereas: The City of Chicago and its Department of Housing and Economic Development (DHED) is pursuing activities to plan for the reuse of an abandoned elevated rail corridor (owned by the Norfolk Southern railroad company) along West 59th street in the Englewood Community (Area 68) in order to create an urban bike and nature trail, known locally as the New ERA (Englewood Remaking America) Trail.
Whereas: The City of Chicago has various capital funding programs such as Tax Inclement Financing (TIF), General Obligation (GO) Fund, and the Motor Fuel Tax to name of few; as gap financing for major projects.
Therefore; be it resolved: That the City of Chicago and its departments (DHED and CDOT) are instructed to coordinate, prioritize and allocate funds from one of more public capital funding sources, i...
