City Council October 5, 2016
WHEREAS, pursuant to an ordinance adopted by the City Council ("City Council") of the City of Chicago on June 6, 2012 and published at pages 28383-28484 of the Journal of the Proceedings of the City Council of such date, the City entered into certain agreements related to the consolidation of workforce development efforts of the City and the County of Cook (the "County") under the Federal Workforce Investment Act (the "WIA"); and
WHEREAS, workforce development efforts previously funded under the WIA are now funded under the Federal Workforce Innovation and Opportunity Act and the regulations issued thereunder (as amended, supplemented, modified or replaced, collectively, the "WIOA"); and
WHEREAS, on October 5, 2016 the Council will vote on an ordinance (02016-7124) to update the agreement under WIOA; and
WHEREAS, the Mayor of the City of Chicago and the President of the Cook County Board of Commissioners intend to continue to designate the Chicago-Cook Workforce Partnership (the "Partnership") as the grant subrecipient and fiscal agent for federal WIOA funds; and
WHEREAS, City Council would like to further understand the functions of the Partnership and the state of the collaboration with the County both at the present time, and after adoption of the updated ordinance to accommodate the changes under WIOA; and
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, that the Mayor's Office in conjunction with the Partnership shall assemble the proper parties to come before the Workforce Development and Audit Committee to detail for the City Council the functions of the Partnership; and
BE IT FURTHER RESOLVED, that those parties that come before the Workforce Development and Audit Committee will be prepared to present comprehensive information about the functions of the partnership and answer any questions; and
BE IT FURTHER RESOLVED, that this Resolution shall be in force from and after its adoption.
