ORDINANCE
WHEREAS, the City ofChicago (the "City") is a home rule unit of government by virtue ofthe provisions ofthe Constitution ofthe State of Illinois of 1970, and, as such, may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, pursuantto ordinances adopted by the City Council ofthe City on July 9,2003 (C.J. pp. 3547-3550), September29,2004 (C.J. pp. 32587-32591), June 28, 2006 (C.J. pp. 80166-80170), June 11,2008 (C.J. pp. 29116-2119), and May 13,2009 (C.J. pp. 61178-61181), it is in the best interests ofthe City to improve residential buildings which (i) have been foreclosed upon, (ii) have been placed into receivership, or (iii) have deteriorated to the extent that they threaten public health, safety or welfare ("Troubled Buildings") through a program known as the Troubled Building Initiative Program (the "Program"); and
WHEREAS, the scope ofthe Program includes placing Troubled Buildings into receivership, providing financing forthe acquisition and rehabilitation of Troubled Buildings, and monitoring and providing technical assistance in connection with the rehabilitation of Troubled Buildings; and
WHEREAS, the Program is administered by the City's Department of Housing ("DOH"), with the cooperation and assistance of both Community Initiatives, Inc., an Illinois not-for-profit corporation ("CM"), and NHS Redevelopment Corporation, an Illinois not-for-profit corporation, and its affiliate, NHSRC Initiatives, Inc., an Illinois not-for-profit corporation (together, "NHSRC"); and
