ORDINANCE
WHEREAS, special service areas may be established pursuant to (i) Article VII, Sections 6(1) and 7(6) of the Constitution of the State of Illinois, (ii) the provisions ofthe Special Service Area Tax Law, 35 ILCS 200/27-5 et seq., as amended from time to time (the "Act"), and (iii) the Property Tax Code, 35 ILCS 200/1-1 et seq., as amended from time to time; and

WHEREAS, on July 31, 1996, the City Council ofthe City of Chicago (the "City Council") enacted an ordinance (the "First Ordinance"), which was published in the Journal of Proceedings of the City Council (the "Journal") for such date at pages 26463 through 26472, as further amended by an ordinance enacted by the City Council on November 20, 1996 (the "First Amendment Ordinance") which was published in the Journal for such date at pages 34284 through 34289; and again on October 14, 2015 (the "Second Amendment Ordinance") which was published in the Journal for such date at pages 8461 through 8466, (collectively, the "Amendment Ordinances") (the First Ordinance and the Amendment Ordinances are collectively referred to herein as the "Original Ordinance") which established an area known and designated as City of Chicago Special Service Area Number 16 (the "Area") and authorized the levy of an annual tax, for the period beginning in tax year 1996 through and including the year 2016 (the "Original Period"), not to exceed an annual rate of one percent (1%) of the equalized assessed value of the taxable property therein (the "Services Tax") to provide certa...
