SUBSTITUTE ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The City Council finds that the areas described in Section 2 of this ordinance are adversely affected by the over-concentration of businesses licensed to sell alcoholic liquor within and near the areas.
SECTION 2. Section 4-60-023 of the Municipal Code of Chicago is hereby amended by replacing subsection 4-60-023 (38.39), which was previously deleted as shown in the Journal of Proceedings of June 30, 2010 at pages 95365 through 95366, with the following underscored text:
4-60-023 (38.39) On the north side of Belmont Avenue, from Linder Avenue to Major Avenue.
SECTION 3. This ordinance shall be in full force and effect from and after its passage and publication.

Your Committee on License and Consumer Protection, having under consideration a substitute ordinance introduced by Alderman Timothy Cullerton (which was referred on July 6, 2011), to amend Section 4-60-023 of the Municipal Code of Chicago regarding the prohibition of licenses for the sale of alcoholic liquor in portions of the 38th Ward, begs leave to recommend that Your Honorable Body pass the substitute ordinance which is transmitted herewith.
This recommendation was concurred in by a viva voce vote of the members of the committee on July 26, 2011.
