WhefeClS . On the afternoon of May 4, 2015, City of Chicago Police Officer Marlene I. Rivera (Star # 19769) of the 14th District was on patrol near the 3100 block of West Armitage Avenue when she heard gunshots close by; and
WHEREAS, Officer Rivera hurried to the site of the shooting, where she saw a young man lying in a parking lot bleeding profusely from an arterial gunshot wound to his leg; and
WHEREAS, Officer Rivera immediately called for an ambulance and Police backup; and
WHEREAS, Recognizing the severity of the young man's injury and that time was of the essence, Officer Rivera sprang into action by removing the young man's T-shirt, balling it up, and using it as a pressure bandage to stop the copious flow of blood from his leg; and
WHEREAS, In response to Officer Rivera's call for assistance, fellow 14th District Police Officer Edwin Pagan (Star # 4338) soon arrived on the scene. Officer Pagan took a belt from a passing pedestrian and, using lessons learned from his recent law enforcement first aid training, created a tourniquet and tightly tied the man's injured leg, which considerably lessened the blood flow; and
WHEREAS, When an ambulance arrived shortly thereafter, both Officer Rivera and Officer Pagan were drenched in blood as a result of their heroic efforts. The Fire Paramedic Chief on the scene commended Officers Rivera and Pagan, stating that, absent their swift, effective actions, the victim would surely have died at the scene; and
