RESOLUTION

 

WHEREAS, The State of Illinois has imposed a timeframe on the City of Chicago to fund various pension funds to acceptable levels; and

 

 

WHEREAS, The City of Chicago is also obligated, legally and morally, to provide for the general welfare and protections of its residents; and

 

WHEREAS, The State of Illinois, through the Constitution ofthe State of Illinois has limited options for revenue to fund those obligations; and

 

WHEREAS, The options allowed by the State of Illinois — mostly fines, sales taxes on goods, and property taxes - are disproportionally paid by those in lower income brackets, especially working families and senior citizens; and

 

WHEREAS, Members of the Chicago City Council have proposed more progressive revenue options, including a graduated income tax, a financial transaction tax, a sales tax on certain services, and an expanded sales tax on luxury goods; and

 

WHEREAS, These and other revenue options would ensure that the wealthiest residents and corporations pay their fair share for the betterment of our great City; and

 

WHEREAS, These options require the approval of the State of Illinois General Assembly and the Governor of Illinois; now, therefore,

 

BE IT RESOLVED; That we, the Mayor and members of the City Council of the City of Chicago, assembled today, request that the State of Illinois General Assembly allow the City of Chicago, and other municipalities, to implement revenue options beyond fines, fees, property taxes, and sales taxes on goods;

BE IT FURTHER RESOLVED; That we, the Mayor and members of .the City Council of the City of Chicago, commit to advocating for those solutions before the General Assembly.
