RESOLUTION
WHEREAS, James L. Whigham, Sr., has been called to eternal life by the wisdom of God; and
WHEREAS, The Chicago City Council has been informed of his passing by Alderman Edward M. Burke; and
WHEREAS, James L. Whigham, Sr., was a military veteran who dedicated his life to achieving the highest ideals of public service; and
WHEREAS, A native of the East Garfield Ridge neighborhood, James L. Whigham, Sr., graduated from Quigley Seminary and served two years as a soldier during the Vietnam War; and
WHEREAS, James L. Whigham, Sr., enjoyed a long and highly successful career with the Chicago Police Department and retired as the Deputy Superintendent of Technical Services; and
WHEREAS, After concluding his tenure with the City, James L. Whigham, Sr., served as U.S. Marshal for the Northern District of Illinois, Chief of Staff to the late Cook County Board President John H. Stroger and Village Manager of Hazel Crest; and
WHEREAS, James L. Whigham, Sr., earned graduate and undergraduate degrees from Chicago State University and attended both Northwestern University's Public Safety Institute and the Executive Strategic Management Program at Harvard University's John F. Kennedy School of Government; and
WHEREAS, The hard work, sacrifice and dedication of James L. Whigham, Sr., serve as an example to all; and
WHEREAS, His love of life and ability to live it to the fullest endeared James L. Whigham, Sr., to his family members, friends and all who knew him, and enabled him to enrich their lives in ways they will never forget; and
WHEREAS, James L. Whigham, Sr., will be dearly missed and fondly remembered by his many relatives, friends and admirers; and
WHEREAS, To his three children, James, Jr. (C.P.D.), Summer Lenora and Jonathan Otis, James L. Whigham, Sr., imparts a legacy of faithfulness, service and dignity; now, therefore
BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council, assembled this thirtieth day of July, 2014, do here...
