RESOLUTION


WHEREAS, Francis J. "Frank" Higgins has been called to eternal life by the wisdom of God at the age of 81; and

WHEREAS, The Chicago City Council has been informed of his passing by Alderman Edward M. Burke; and

WHEREAS, Francis J. "Frank" Higgins was a widely admired member of the legal community for more than half a century; and

WHEREAS, Francis J. "Frank" Higgins was the much-adored father of Mara, Brian and Colin and the grandfather of six to whom he imparted many of the fine and noble qualities that he possessed in abundance; and

WHEREAS, Francis J. "Frank" Higgins was the dear brother of Mary Lois; and

WHEREAS, Francis J. "Frank" Higgins was raised near Madison and Cicero Avenues and graduated from Fenwick High School, the College of the Holy Cross and Harvard Law School; and

WHEREAS, Widely respected for his overpowering intellect, Francis J. "Frank" Higgins was a litigator at the Chicago law firm of Bell, Boyd 85 Lloyd, now K&L Gates; and

WHEREAS, Francis J. "Frank" Higgins specialized in defense work for corporate clients, including handling complex cases involving securities fraud, anti-trust litigation, proxy fights and hostile takeovers; and

WHEREAS, Francis J. "Frank" Higgins was fluent in French, Arabic, Italian, German, Polish and Spanish; and

WHEREAS, The hard work, sacrifice and dedication of Francis J. "Frank" Higgins serve as an example to all; and

WHEREAS, His love of life and ability to live it to the fullest endeared Francis J. "Frank" Higgins to his family members, friends and all who knew him, and enabled him to enrich their lives in ways they will never forget; and

WHEREAS, Francis J. "Frank" Higgins was an individual of great integrity and accomplishment who will be dearly missed and fondly remembered by his many relatives, friends and admirers; and

WHEREAS, To his beloved family, Francis J. "Frank" Higgins imparts a legacy of faithfulness, service and dignity; now, therefore
