SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2020 ("2020 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, the City through its Office of the Mayor (the "Mayor's Office") has been awarded state grant funds in the amount of $244,000 by the Illinois Criminal Justice Information Authority ("ICJIA") which shall be used for the Violence Prevention and Street Intervention Program; and
WHEREAS, the City through the Mayor's Office has been awarded private grant funds in the amount of $8,000 by the One Chicago Fund which shall be used for the Youth Commission Grant Program; and
WHEREAS, the City through its Department of Housing has been awarded additional state grant funds in the amount of $777,000 by the Illinois Housing Development Authority which shall be used for the Foreclosure Prevention Program; and
WHEREAS, the City through its Department of Public Health ("Health") has been awarded private grant funds in the amount of $75,000 by Blue Cross and Blue Shield of Illinois which shall be used for the Care Van Blue Cross Program; and
WHEREAS, the City through Health has been awarded federal grant funds for the Emergency Preparedness Grant Program (the "Emergency Preparedness Program"), and now the City desires to allocate a portion of those grant funds in the amount of $485,000 to the newly created Department of Assets, Information, and Services which shall be used for the Emergency Preparedness Program; and
WHEREAS, the City through its Mayor's Office for People with Disabilities ("MOPD") has been awarded private grant funds in the amount of $3,000 from Access Chicago which shall be used for the MOPD-Private Grant Program; and
WHEREAS, the City through MOPD has additional federal carryover grant funds in the amount of $6,000 which shall be used for the Substance Abuse Prev...
