ORDER


ORDERED, that the Board of Directors of the Chicago Transit Authority engage a qualified third party to provide the following:
A full financial and performance audit of the "Second Chance Program" that includes, but is not limited to, an analysis of what government subsidies participants of the Second Chance Program must engage due to their wages being below the minimum wage as defined by the City of Chicago;
An analysis of what prevailing wage should be in an environment where the overall work force is making approximately $27.00 (twenty-seven) dollars per hour.
