WHEREAS, the motto of the City of Chicago is Urbs in Horto ("City in a Garden"), indicating that the City aspires to maintain natural vegetation throughout its urban environment; and,
WHEREAS, the City maintains its natural vegetation by working in partnership with many nongovernmental organizations, community members, and experts; and,
WHEREAS, vandalism, pests, and climate change collectively threaten to denude Chicago of its natural vegetation; and,
WHEREAS, the City can benefit from more cooperation and knowledge-sharing with its numerous partners in order to combat the aforementioned threats and pursue the vision outlined by the City's motto; now therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The above recitals arc expressly incorporated herein and made part of this ordinance.
SECTION 2. Section 10-32-010 of the Municipal Code ofthe City of Chicago is hereby amended by inserting the underscored language, as follows:

(h) "Forestry operations" means any planting, pruning, cultivation, maintenance or removal of any tree, shrub or other plant material by the deputy commissioner in accordance with this chapter.
ft} "Heritage tree" means a tree of special significance to the Citv because of its ap.e. . size, type, historical association, or horticultural value.

SECTION 3. Chapter 10-32 ofthe Municipal Code of the City of Chicago is hereby amended by inserting the new Section 10-32-245, as follows:
