RESOLUTION
WHEREAS, Like many other municipalities across the Country, the City of Chicago now grapples with significant challenges with law enforcement and community relationships and accountability; and
WHEREAS, The events that occurred on October 20th,2014 and the subsequent video showing the shooting death of 17-year-old Laquan McDonald necessitates a strong, deliberate, and immediate response by the City; and
WHEREAS, Mayor Emanuel has announced the creation of a Task Force on Police Accountability to recommend specific policy and operational reforms to law enforcement in Chicago; and
WHEREAS, Composed of experts in criminal justice and policing issues, the Task Force is charged with improving independent oversight of police misconduct, determining how best to ensure that police officers with repeated complaints are identified and appropriately dealt with, and recommending best practices for the release of information surrounding police-involved incidents; and
WHEREAS, The Task Force will actively engage with victims' rights groups, community members, law enforcement, and youth, religious, and elected leaders to ensure that its recommendations take into account the perspectives and input of all Chicagoans, and will present those recommendations to the Mayor and City Council on or before March 31, 2016; and
WHEREAS, As co-equal guardians ofthe public trust, the Members of this Body have a duty and responsibility to vigilantly work to repair the damage to the City caused by this event, and to help lead the City of Chicago, through sensible reform, to a better future; now, therefore,
BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago, assembled this ninth day of December, 2015, do hereby reassert the need for an examination of our City's Police Department practices and procedures with an eye towards much-needed reform; and
