RESOLUTION IN SUPPORT OF THE USE OF ELECTRONIC SIGNTURES FOR THE ADDITION OF CO-SPONSORS TO ORDINANCES
WHEREAS, The City of Chicago is committed to reducing paper waste and increasing efficiency in the operations of the Chicago City Council; and
WHEREAS, The chief sponsor of an ordinance can sign the ordinance with an electronic signature, but any co-sponsors of the ordinance must sign a paper version of the ordinance by hand; and
WHEREAS, Adding co-sponsors to an ordinance currently requires an Alderman to circulate the document during the City Council meeting to gather co-sponsor signatures; and
WHEREAS, The current process of obtaining ordinance co-sponsor signatures during a City Council meeting distracts from the normal conduct ofthe meeting and can be disruptive and inefficient; and
WHEREAS, The written signatures create difficulties identifying which aldermen have signed on as co-sponsors; now therefore
BE IT RESOLVED, That we, the Mayor and members of the City Council of the City of Chicago, gathered here this thirteenth day of November 2019, do hereby call upon the Committee on Committees and Rules to convene a hearing to discuss implementing a process that allows for the electronic signing of ordinances by co-sponsors; and
BE IT FURTHER RESOLVED, That we call upon the Office of the City Clerk to attend such hearing to discuss opportunities to collaborate with the City Council to implement a process for the electronic signing of ordinances by co-sponsors.
