WHEREAS, Low-speed powered bicycles are a viable form of transportation and currently used by many residents of the City; and
WHEREAS, There is currently no regulation of low-speed powered bicycles in the Municipal Code of Chicago; and
WHEREAS, The State of Illinois has passed similar legislation concerning the definition, use, and operation of low-speed bicycles, and it behooves the City of Chicago to enact a similar regulatory scheme; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. Section 9-4-010 ofthe Municipal Code of Chicago is hereby amended by inserting the language underscored, as follows,
9-4-010 Definitions.
Whenever the following words and phrases are used in Chapter 9-4 through 9-103, they shall have the meanings respectively ascribed to them in this section:

"Laned roadway" means a roadway which is divided into two or more marked lanes for vehicular traffic.
"Low-speed electric bicycle" has the meaning ascribed to that term in Section 1-140.10 ofthe Illinois Vehicle Code. 625 ILCS 5/1-140.10.
"Low-speed gas bicycle" has the meaning ascribed to that term in Section 1-140.15 of the Illinois Vehicle Code. 625 ILCS 5/1-140.15.

SECTION 2. Chapter 9-52 of the Municipal Code of Chicago is hereby amended by adding new Section 9-52-120, as follows,
9-52-120 Low-speed electric or gas bicycles.
A person may operate a low-speed electric bicycle or low-speed gas bicycle only if the person is at least 16 years of age.
No person shall operate a low-speed electric bicycle or low-speed gas bicycle at a speed greater than 20 miles per hour upon any highway, street, or roadway.

Except as otherwise provided in this Chapter, no person shall operate a low-speed electric bicycle or low-speed gas bicycle on a sidewalk.
