At the request of the Commissioner of Housing and Economic Development, I transmit herewith ordinances authorizing the sale of city-owned property.

ORDINANCE
WHEREAS, the City of Chicago ("City") is a home rule unit of government by virtue of the provisions of the Constitution of the State of Illinois of 1970, and, as such, may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, the City is the owner of the vacant parcel of property located at 1660 North Richmond Street, Chicago, Illinois, which is legally described on Exhibit A attached hereto (the "Property"); and
WHEREAS, the City, acting through its Department of Housing and Economic Development ("DHED"), has proposed to sell the Property through a sealed bid auction pursuant to Chapter 2-158 of the Municipal Code of the City of Chicago; and
WHEREAS, the Commissioner of DHED caused to be published notice advertising the City's intent to sell the Propertyjhrough a sealed bid auction and such advertisements appeared in the Chicago Sun-Times, a newspaper of general circulation, on October 18, 2012, October 25, 2012, and November 1, 2012; and
WHEREAS, the bids received in response to aforesaid the public notice were opened in a public meeting before a certified court reporter and DHED received three conforming sealed bids from: Ramon Caiixto of 1658 N. Richmond St. in the amount of $50,000.00; Hasani Steeie of 1419 W. Chicago Ave. #3 in the amount of $61,100.00, and Juan Colon Jr. and Jon L. Howell of 1664 N. Richmond St. in the amount of $65,000.00; and
WHEREAS, DHED has recommended that the sealed bid of Juan Colon Jr. and Jon L. Howell, the highest bid, be accepted by the City Council; and
