At the request of the Commissioner of Planning and Development, I transmit herewith ordinances authorizing the sale of City-owned property.
Your favorable consideration of these ordinances will be appreciated.

ORDINANCE
WHEREAS, the City of Chicago (the "City") is a home rule unit of government by virtue of the provisions of the Constitution of the State of Illinois of 1970, and as such, may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, the City owns the real property commonly known as 4005 South Dearborn Street, Chicago, Illinois 60660, and legally described on Exhibit A attached hereto (the "Land", and together with all improvements located thereon, the "Property"); and
WHEREAS, the Land is improved with a vacant, former firehouse ("Firehouse") and surface parking lot; and
WHEREAS, by Resolution No. 14-087-21, adopted by the Plan Commission ofthe City of Chicago (the "Plan Commission") on August 21,2014, the Plan Commission recommended the sale of the Property; and
WHEREAS, the City's Department of Planning and Development (the "Department"), issued a request for proposals ("RFP") for the sale and redevelopment of the Property; and
WHEREAS, public notices advertising the RFP appeared in the Sun-Times on February 17 and 24, and March 3, 2014; and
WHEREAS, the appraised fair market value of the Property (if zoned B-l) as of November 20, 2013, is Sixty Thousand Dollars ($60,000); and
WHEREAS, Spark Shared Kitchen, LLC, an Illinois limited liability company ("Developer"), timely submitted a proposal in response to the RPP; and
WHEREAS, the Department has found that the Developer's proposal to purchase the Property, together with all fixtures and certain personal property located in or on the Property, for Fifteen Thou...
