RESOLUTION
WHEREAS, Honorable Howard William Carroll has been called to eternal life by the wisdom of God at the age of 79; and
WHEREAS, The Chicago City Council has been informed of his passing by Alderman Edward M. Burke; and
WHEREAS, Howard was husband to Eda Carroll (nee Stagman), daughters, Jacqueline (Louis Berstein) and Barbara (Dan Delano), granddaughters, Lillian and Alyssa, and friend to many; and
WHEREAS, Howard was born July 28,1942 in Chicago, Illinois to the late Barney and Lyla Carroll; and
WHEREAS, He graduated from Roosevelt University where he received his bachelor's degree in business administration, and received his law degree from DePaul University College of Law; and
WHEREAS, After graduation from law school Howard practiced law in Chicago until he was elected to the Illinois House of Representatives where he served from 1971 to 1973; and
WHEREAS, In 1973, Howard was elected to the Illinois State Senate serving from 1973 to 1999; and
WHEREAS, As state senator Howard authored numerous bills focusing on equal rights and human rights, including the first in the country Hate Crime bill, and the first to include sexuality in the Human Rights Act; and
WHEREAS, During Howard's political career, he was known as a statesman meeting with Presidents, Prime Ministers, and Mother Teresa; and
WHEREAS, On January 27, 2016, Senate President John Cullerton reappointed Howard a member ofthe State Government Suggestion Award Board for a term expiring January 11, 2017; and
WHEREAS, To his beloved family, Honorable Howard William Carroll imparts a legacy of generosity, compassion, devotion to family and unwavering faith in God; now, therefore
BE IT RESOLVED, That we, the Mayor and the members ofthe Chicago City Council, assembled this Fourteenth day of October, 2021, do hereby commemorate Honorable Howard William Carroll for his grace-filled life and do hereby express our condolences to his family; and
