WHEREAS, Saturday, May 26, 2018 the City of Chicago will be commemorating Memorial Day; and

WHEREAS, Honorable James A. Balcer will be retiring as a member of the Memorial Day Committee. He has served on this Committee for the last twenty (20) years in honoring the men and women who gave their lives in service protecting our nation's freedom; and

WHEREAS, The Chicago City Council has been informed of his retirement by the Honorable Patrick D. Thompson, Alderman of the 11th Ward; and

WHEREAS, Honorable James A. Balcer began his career as Director of Veteran Affairs for the City of Chicago, a position he held from 1989 to 1997; and served as Alderman of the 11th ward for eighteen years; and

WHEREAS, Honorable James A. Balcer has also served as Chairman of the Parade and as emcee for the parade on State Street; and also provided live commentary on ABC 7 when it was broadcast live; as well as the Wreath Laying Ceremony at the Eternal Flame at Daley Plaza; and

WHEREAS, Honorable James A. Balcer unwavering devotion to honor our veterans for the sacrifices they have made in defense of our freedom, and to ensure that they and their families are properly cared for and never forgotten; and

WHEREAS, Honorable James A. Balcer in 2002 was the recipient of the Major General John A. Logan Award as an outstanding individual whose patriotism, leadership and selfless devotion to the men and women in America's Armed Forces and the City of Chicago who go above and beyond their civilian and non-civilian duties; and

BE IT RESOLVED, That we, the Mayor and Members of the City Council of the City of Chicago assembled this twenty-third day of May, 2018, do hereby extend to Honorable James A. Balcer our deepest gratitude and thanks for his many years of exceptional service to our veterans, and our best wishes for continued success in all of his future endeavors; and
