ORDINANCE

WHEREAS, As a home rule unit of government under Section 6 of Article VII of the Illinois Constitution, the City of Chicago ("City") may exercise any power and perform any function pertaining to its government and affairs; and

WHEREAS, Paramount Pictures ("Studio") is planning to use portions of Chicago this summer and fall to film an upcoming movie: "Transformers 4"; and

WHEREAS, As part of the filming of this movie, Studio is seeking permission to conduct landing and takeoffs of rotary-wing aircraft in those portions of Chicago; now, therefore,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

SECTION 1. All of the recitals above are expressly adopted as legislative findings of the City and are incorporated herein and are made hereby a part of this Ordinance.

SECTION 2. Notwithstanding Section 4-83-100 or Section 10-36-380 or any other provision of the Municipal Code of Chicago to the contrary, Studio is hereby authorized to conduct landings and takeoffs of rotary-wing aircraft in such portions of Chicago as the City shall review and approve, under the following circumstances:
Studio and persons acting on its behalf must cooperate with the City's Office of Emergency Management and Communications, Department of Police, Department of Aviation and Fire Department in connection with such landings and takeoffs;
Studio and persons acting on its behalf must not violate State or Federal law or regulations in their use of rotary-wing aircraft pursuant to this ordinance;
The landings and takeoffs of rotary-wing aircraft must occur on such days and times during the summer and fall of 2013 as the City shall approve in advance.
Studio must provide, to the satisfaction of the City, proof of insurance coverage, indemnification and such other assurances as the City deems necessary and appropriate to ensure that the City is adequately protected.
