Title: Congratulations extended to Police Sergeant William J. O'Reilly on retirement

RESOLUTION


WHEREAS, William J. O'Reilly was hired by the Chicago Police Department on May 2, 1988, and was sent to 15th District for training. He was reassigned to the 23rd District for six months, and then upon graduation assigned to the 16th District where after a year, was put on tact; and,

WHEREAS, William J. O'Reilly was promoted to Sergeant in April, 1996 and was assigned to the 1st District, where he again was assigned to tact, then the pick pocket team and eventually the business liaison which entailed being the point of contact for the multitude of buildings, businesses and hotels in the Central Business District; and,

WHEREAS, Sergeant William J. O'Reilly was working in the Central Business District on 9-11 and what led him getting involved in homeland security issues because prior to 9-11; and,

WHEREAS, In August 2002, Sergeant William J. O'Reilly was brought to headquarters to work in the recently formed Homeland Security Section of the DOC. In August 2008, he was assigned to the O'Hare Law Enforcement Section; and,

WHEREAS, While on tactical team in the 1st District, Sergeant William J. O'Reilly formulated a plan utilizing decoys to catch an individual that had raped two victims already, and which led to catching him as he was following what would have been his third victim. This led to a City Council Resolution for himself and the other officers who were on the arrest; and,

WHEREAS, Sergeant William J. O'Reilly also received six department commendations and numerous honorable mentions and complimentary letters; and,

WHEREAS, During his time as the business liaison, he put together the first ever e-mail emergency contact list to get word out to the hundreds of buildings at once. Prior to this being implemented, fax messages were used and often took hours to complete being sent. Also he was involved in rewriting the evacuation plan for the Central Business District and creating and moderating the first tabletop exercise to show downtown businesse...
