RESOLUTION
WHEREAS, Rick W. Mills, the Chief Area Officer for Area 26 of the Chicago Public Schools, has announced he has resigned to accept a new position was Deputy Superintendent of the Minneapolis Public Schools; and
WHEREAS, The Chicago City Council has been informed of this event by Alderman Edward M. Burke; and
WHEREAS, In his role as Chief Area Officer, Rick W. Mills oversaw the system's largest area, consisting of eighteen High Schools, six Military Academies High Schools and 45 JROTC programs; and
WHEREAS, Prior to joining Chicago Public Schools in July 2001, Rick W. Mills served in the United States Army for 25 years and was assigned in various combat arms positions with the 101st Airborne Division, 82nd Airborne Division, 2nd Armored Division, 1st Cavalry Division, 4th Infantry Division, and the 16th Cavalry Regiment; and
WHEREAS, During his military career, Rick W. Mills received a Master of Arts in National Security Affairs from the Naval Postgraduate School and attended French Language Training at the Defense Language Institute in Monterey, California; and
WHEREAS, Rick W. Mills served as an Assistant Professor, Cultural and Political Geography, at the United States Military Academy, West Point, New York; and
WHEREAS, After completion of a one-year assignment in the United Nations in Israel, Rick W. Mills attended the Command and General Staff College at Fort Leavenworth, Kansas and received a second Master of Arts in Business from Webster University; and
WHEREAS, Following a series of postings with the 4th Infantry Division at Fort Carson, Colorado, Rick W. Mills was then assigned to U.S. Central Command where he served as the Program Officer for the countries of Kuwait, United Arab Emirates, and Oman; and
WHEREAS, Rick W. Mills subsequently commanded the 3d Squadron, 16th Cavalry Regiment, Fort Knox, Kentucky; and
WHEREAS, Rick W. Mills retired from active duty in 2001 as a Lieutenant Colonel; and
