8VBCIS ' Chicago is the urban heart of Illinois, the "Land of Lincoln"; and
WHEREAS, Abraham Lincoln, 16th President of the United States, is one of Illinois' favorite sons; and
WHEREAS, A frequent visitor to Chicago, Mr. Lincoln won the nomination for the U.S. presidency at the Republican National Convention held at the 'Wigwam' (Lake Street near the River) in Chicago in 1860; and
WHEREAS, President Lincoln was responsible for the creation of the Medal of Honor, the U.S. Department of Agriculture, the National Academy of Sciences, the system of Land-Grant Universities, the transcontinental railroad, the expansion of the western frontier through the Homestead Act, and the creation and standardization of the U.S. system of banking and paper money; and
WHEREAS, President Lincoln wrote and delivered three of our nation's greatest speeches, namely, the Cooper Union Address, the Gettysburg Address, and the Second Inaugural Address, which was written and delivered 150 years ago this year; and
WHEREAS, 2015 marks the 150fh Anniversary of the passage of the 13,h Amendment ending slavery and involuntary servitude in the United States and an Amendment that Abraham Lincoln, "The Great Emancipator," advocated and set the groundwork for through his issuance of the Emancipation Proclamation in 1863; and
