RESOLUTION


WHEREAS, The Honorable Joan Barr Smith has been called to eternal life by the wisdom of God at the age of 75; and

WHEREAS, The Chicago City Council has been informed of her passing by Alderman Edward M. Burke; and

WHEREAS, The Honorable Joan Barr Smith was the first female Mayor of the City of Evanston and the loving wife of Wayne; and

WHEREAS, The Honorable Joan Barr Smith was the much-adored mother of Debra and Jennifer to whom she imparted many of the fine and noble qualities that she possessed in abundance; and

WHEREAS, Raised on the North Shore in a political family, the Honorable Joan Barr Smith was the daughter of Mildred and James C. Worthy, a federal official under President Dwight D. Eisenhower; and

WHEREAS, The Honorable Joan Barr Smith graduated from New Trier High School and Syracuse University before earning a master's degree in business administration from Northwestern University; and

WHEREAS, The Honorable Joan Barr Smith was a member of the Evanston City Council representing the Second Ward from 1977 to 1985 and then served two terms as Mayor; and

WHEREAS, The Honorable Joan Barr Smith pledged during her administration to fight higher property taxes which she believed were too onerous on taxpayers; and

WHEREAS, The Honorable Joan Barr Smith worked to increase downtown development and fight street gangs during her tenure in office; and

WHEREAS, The hard work, sacrifice and dedication of the Honorable Joan Barr Smith serve as an example to all; and

WHEREAS, The Honorable Joan Barr Smith will be dearly missed and fondly remembered by her many relatives, friends and admirers; and

WHEREAS, To her beloved family, the Honorable Joan Barr Smith imparts a legacy of faithfulness, service and dignity; now, therefore

BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council, assembled this fifteenth day of April, 2015, do hereby commemorate the Honorable Joan Barr Smith for her grace-filled life and do hereby expres...
